This change was not to purposely damage Cydia Impactor. Apple just updated the provisioning service, which they do semi-frequently, which while did break Impactor it was not directed at it. Remember before Matchstic dropped ReProvision, about every year or so it would break, but it would always later be re-updated shortly afterwards? When Matchstic eventually did drop support and ReProvision broke, someone later made a tweak to support the server-side changes apple made, and it was later picked up by another developer and turned into Reborn. Servers aren't the same forever - Apple updates their signing server sometimes, and it just so happens to break older sideloading tools (once again, not on purpose) since they rely on the old code, but (assuming someone is willing to look at the new changes and update the tool accordingly) they'll eventually be updated. Saurik was not willing to reverse engineer the changes and update Cydia Impactor, simple as that, and since then other people have already rev'd the changes and made their own tools, ex https://github.com/NyaMisty/AltServer-Linux. Besides, any changes Apple makes server-side would have their tools likely support these changes beforehand, so if you didn't want to wait for someone to update a tool you could just sideload with Xcode.
