Now that Bintray and JCenter are shutting down, what should we do with the Android libraries that are hosted there?

    you are right. it's even worse. and I have never noticed any artifacts deleted from jitpack. they even answered to your non-issue: stated that the issue was caused by a network/infrastructure issue, which happened even to bintray and jcenter. the artifact was not deleted. stop lying.
