You can use helvum to route audio. Helvum with Easyeffects covers most of the usage of voicemeeter. If you want similar type of UI like voicemeeter then check Pulsemeeter.
AFAIK Voicemeeter doesn't have a convolution equalizer (useful when you have high end headphones, paired with AutoEQ) and AI-powered noise reduction (using rnnoise, it's not simply a noise gate), which is incredible with a "desktop" microphone.
