Get him using something like Inkle Writer (or directly using Ink if he's more technical) and he can build out all the text bits himself. Once he's built enough you can then export that into Ink files and integrate it into Unity (or your engine of choice) and build more of a game around it
I don't know if this is the kind of advice you are looking for, but I would suggest recommending to him the Ren'Py engine. It's extremely easy to use, narratively/"writerly" focused, and requires almost no technical know-how to create a simple linear story. You can create a varied and dynamic story with little more than conditional statements and basic variables. It's also a great way for a writer to learn some programming basics.
