Pretty sure you would have to look into making a mod. I was able to use uTinyRipper to extract the game files, and in there you can find Assets/Resources/translation/eng/Translation.bytes which you can open with a text editor (heads up... it's almost 16k lines. If you follow through, this will be A Lot of work). It seems to hold all the text in the game, so if you wanted to translate it you would translate any text in between the tags to your target language. The issue comes with how to replace the game's translation file, since you can't run the game from these extracted files. I think you would need to make a mod that somehow loads your translation file rather than whatever language you'd want to replace.
