One thing related sorta to what I thought you were asking about is end-to-end path probing. You setup a probe that starts from one end of the network, and traverses the full path to what the user would see. In SRE-land we call this "blackbox probing". There are tools for this.
I also wrote my own ping/smokeping-style end-to-end latency prober.
The ecosystem around these tools is extensive. IMO a lot more comprehensive than just "network monitoring". And of course, you can always throw traditional SNMP stuff into the mix.
