Does such a thing exist? Looked at https://github.com/awesome-selfhosted/awesome-selfhosted and some searching but nothing jumps out.
Taskwarrior seems to fit your requirements.
That's what I use to sync my TODO lists, though I manage those through Obsidian not as plain text.
If you would have a CalDAV server running (e.g. Radicale), you could use todoman to manage your tasks. Your tasks could be synced to your CalDAV server with vdirsyncer.

Another option to use as CLI app instead of todoman could be tdx. It's hass less features, but it's the main one I'm using right now.
I've previously used ultralist, but there you will have to subscribe to sync, or have to write something yourself to sync to the cloud. It's not based on standards like CalDAV though.
