Nice one - following! For starters, I would look at existing command line tools to see how they got about this. I've been using ffmeg (https://ffmpeg.org/) and gstreamer (https://gstreamer.freedesktop.org/) for things like encoding and basic edits.
I would not tackle that as a solo project ... but it all depends on how much work / time you want to put into it. Creating a compelling GUI is a whole different story, just take a look at www.openshot.org which is pretty neat for Linux
