This PC port likely makes use of the decompilation project of TLoZ: OoT, which requires the user to provide a ROM by themselves so the visual and audio assets can be dumped out of it in order to complete a build.
I assume that, just like it happens with the Super Mario 64 port, that requirement will not go away.
