Any way to install the "LinageOS phone app" outside of LinageOS?

I would try downloading a LineageOS ROM for OnePlus 6 of the same android version as your OxygenOS and extracting the .apk from it with something like this: https://github.com/KainatKamal/OTA_APK_Extractor
