No, you can't because there aren't any. These requests are decidedly one-sided. There is no equivalency here, it's clear who is asking and why.
In the Twitter thread, OOP mentions DMCA takedowns. If that's what OOP is referencing when they say "block repos" then GitHub is required by law to do so. There are at least 17 Russian-based takedown notices on the GitHub DMCA repo.
