According to https://docs.github.com/en/site-policy/content-removal-polic..., even an upstream dmca doesn’t suspend downstream by default, so I would be surprised if downstream dmca suspended upstream.

Does anyone happen to know what the heck is going on? It's a little scary and makes me not want to trust Github. I don't see anything in Github's repository of DMCA notices[1], and I'm having trouble imagining grounds on which such a takedown could happen.
