If you are looking for more independence then you could start with this project in Python, this in Bash or this using Motion
For sending files you could look at the Linux tool Rsync or the packages Syncthing or rclone (my current goto for 'cloud' locations). Remember though, you could set the Pi up as a Samba file share and pull data from this to a home computer when its on the home WiFi. There is an old post that checks and restarts WiFi if needed - not sure how compatible with Bullseye it is (i.e. not tried it yet).
