Skip this point if you don't care about code. Sadly, the hover thing is an issue with the combination of the UI engine I'm using and chrome / IE. https://github.com/facebook/react/issues/4251 It's a long running issue, and everyone's solution seems to usually involve their own little hack. I managed to fix it the very first time with buildings and research, but seem to be struggling with this button ha. V.6.1 has another fix attempt. If this still won't work, I'll do something like change it to a click to toggle on and turns of when you mouse away. And, like all UI issues, it has always worked just fine for the person developing it. So, thanks!
