A router can use DPI (deep packet inspection) which is used in the firewall to allow or block access depending on the rules configured. Another option for blocking access to certain websites is block lists configured in PiHole. For instance I block TikTok domains with a regex rule in PiHole. Works great. I prefer PiHole as it doesn't take a performance hit on throughput as can be the case with DPI enabled via a router. Ubiquiti DPI Article https://pi-hole.net/
