I really like the pattern in Argo CD Autopilot which is similar but a bit different.
I hope this explanation explains things nicely. It allows you to set "global" service defaults in your values.yaml, and then per-environment overrides in a subsequent values. You can even cascade more values files if you plan to do what I'd call sub-environments (eg: your DevOps team setup CI/CD to do dynamically created dev environments). It'll merge all the values.
