I tried Magpie (basically a free version of Lossless scaling) and it isn't worth it. It didn't improve the performance and the visual quality was a lot worse. I have Ryzen 5 2600, 32gb of RAM and RX 580 and I'm heavily CPU bottlenecked at 1080p. You can try to lower your resolution to 900p or 720p a see if it improves the performance a lot (small change isn't worth it). If it does, then you can try Magpie or Lossless scaling to see for yourself if the visual change / performance gain is worth it.
