Might be worth checking out Fantasia Archive or Obsidian. They're both free and downloadable; I've only used Obsidian, but I've heard good things about Fantasia Archive and it's designed with worldbuilding in mind. Obsidian is more general-purpose, but still works quite well.
I use notion.so. Don't bother with the templates imo, I prefer having a blank slate. The only downside is that there's no guidance for world building but that also gives you the freedom to write it out however you want.
