The AWS Cloud Development Kit is a framework for defining cloud infrastructure in code
The reason is that cross-stack resources are super difficult to maintain over time. For example, removing a link between two stacks results in the so-called deadly embrace which means you cannot deploy either stack. You will need two pipeline deployments, one where you replace the CfnOutput with a dummy one so you can deploy the exporting stack, and then another where you actually remove the dummy CfnOutput.
