Unfortunately, Frøya is too big for Cities:Skylines. If you take a look at https://heightmap.skydark.pl/ you'll notice that the grid only covers about half the island. While you can change the map size in that website's settings, the game doesn't care about that; instead, terrain will be shrunk to fit the game's 17.28km*17.28km. So you'll either have to play on half of the island, or use a shrunken version of it.
