That's an interesting point. I think the reason you're not finding the progress is that pubsub is really a libp2p primitive rather than an IPFS one. So far (go)-IPFS basically just exposes the primitive through it's daemon for application developers that want to use it as well as utilizes it for IPNS-Over-PubSub https://github.com/ipfs/go-ipfs/blob/master/docs/experimental-features.md#ipns-pubsub (spec https://github.com/ipfs/specs/blob/master/naming/pubsub.md, go-ipfs follows this js-ipfs doesn't quite yet).

PubSub itself is still undergoing active development including in the specs https://github.com/libp2p/specs/tree/master/pubsub and in the implementations such as https://github.com/libp2p/go-libp2p-pubsub. On the application side libp2p pubsub is being used by blockchains such as Filecoin and Eth 2.0, as well as various projects in the IPFS community including OrbitDB and Textile Threads.
