Server from a hoster that you set up yourself or self-hosted (PC running 24/7): Way better IMO, because you get better performance at a lower price. I found a tool (link) that can create a modded server from a modpack zip file. You'll need to do a bunch of tinkering around though, but it should be somewhat straightforward.
Quite easily, get a vanilla server set up, install forge to it (has an installer), then just drop the mods in the mod folder, configs in the configs folder etc. There's some zips and hosts of Etho's pack bouncing around here, if it doesn't look like it has many mods then you need to use something like CMPDL or a compatible launcher to extract/download the mods. Same can be said about server hosting sites, but they usually can install forge for you beforehand.
