I remember there was this effort: https://github.com/Kotlin/kotlin-numpy. Unfortunately, it seems abandoned now. Indeed porting or wrapping libraries is a huge piece of work, and there are so many libraries that would be cool to be used from Kotlin... On the other hand, for me, creating a Python backend seems potentially solving compatibility with any library.
