Yea like others are saying you can use asp.net core (or .net 5+). I would build a web api for data transfer with it. And an Angular front end. Web apps on the intranet are a great option because you can avoid all the deployment issues that you will have with fat clients. And a web app will out perform a fat client most of the time.
