If you're using windows you won't find anything better than Veeam if you need whole image backups. I've tested it myself with backing up and restoring to different hardware, works fine. Also, be aware that a free version does not include cloud-based backups. In this case, you would need to extend it with some solutions as Rclone https://rclone.org/ (allows uploading Veeam backups to any cloud) or Starwind VTL https://www.starwindsoftware.com/starwind-virtual-tape-library (uploads to Wasabi, Backblaze, Azure, AWS)
