The main difference was I put together the steps to partition, format and add the macOS Catalina installation files I got from the Gib-MacOS tool to the installation USB key entirely in Ubuntu. This is the script I made although that version doesn't include the rsync command to add the other installation files into the SharedSupport folder in the hfs+ partition on the USB installer. After all that I got an installer that works and I have Catalina on one of my drives. so my method did work previously on the same computer it now doesn't work on.
You're following Dortania's OpenCore guide, yes? You may have to toss your old EFI and create a new one from scratch if you keep running into issues.
If you don't feel like mucking about with OpenHfsPlus anymore, you could always just use the HfsPlus driver. I think it comes straight from Apple's closed-source EFI for Macs.
