I don't know about fedora, but the dev recently changed dependencies and it made a mess on AUR repo, maybe similar problem? Check you have all the dependencies he lists on github https://github.com/catsout/wallpaper-engine-kde-plugin

No, wallpaper engine doesn't work on linux and as far as i know they don't have plans for a linux version. As for the alternative, there is this https://github.com/glouw/paperview but i haven't used it so i don't know how good it works.

Not sure I'm familiar with Wallpaper-Engine, but I use Variety to grab wallpapers from the internet and periodically change them on my desktop. https://github.com/varietywalls/variety

Don't mind people online, they'll always talk bad about GNOME and tell you to switch over to KDE. Personally, I want you to use whatever you like. When I was on GNOME, I used Komorebi and it served me well
