Fabric Loader literally not loading my own mod

You seem to have set the project up differently than the normal way. As in the "src/main" folder should have "java" and "resources" subfolders. You just have "resources", see https://github.com/FabricMC/fabric-example-mod/tree/1.17/src/main. Might or might not be the problem.
