The article OP linked points out another (much more difficult) option: Run your own VPN. Ideally on a rapsberrypi in your house or something, rather than a server in AWS.
Ive read a year or so ago the privacy policy for NordVPN, im not sure if that covered the VPN service aswell but it shouldve. NordVPN collects all the required data by governments when you make a payment with a debit/credit card. With Mullvad you can use bitcoin(not sure about monero) which if used correctly wont have any data related to you. Also mullvad's app(s) are open source: https://github.com/mullvad/mullvadvpn-app
