Me too prefer to have some unified way to created signed EFI images outside of initramfs generator. Though I do not think that pacman adds it anytime soon. Thus most likely it needs to be implemented at booster side. I just opened a request for it https://github.com/anatol/booster/issues/110
sbctl is fine, the problem is that pacman hook shipped with sbctl doesn't know about your unique system configuration and therefore may not be triggered in some cases (for example it currently doesn't fire on booster update) or it may trigger too often.
