I personally use a real-time loudness normalization algorithm all the time (ffmpeg's loudnorm filter) for any sort of streaming video (e.g. YouTube), and for static audio (e.g. music files) I use loudgain.
Both of these are based on libebur128. It is a genuine mystery to me why large and commercial platforms such as Netflix, Hulu, or YouTube don't implement this functionality by default, but this is also just the tip of the iceberg of their baffling technical limitations and issues.
