/u/morfey911 a better response is that Apple doesn't support modern OpenGL or Vulkan APIs so you're probably never going to see an RPCS3 build for the platform. Beyond that, RPCS3 (and presumably Spine) are compiled for x86-64 so you won't be able to run them on M1 Linux unless Box64 can run them.
It's how the PlayStation 4 does imports. It's part of their custom linker stage. There's a tool to generate the same format located here
