Further, if users are actually willing to pay $400 for a single transaction it speaks volumes to the amount of value they are getting in return (>$400). It also shows how much they value using Ethereum over another platform with potentially significantly lower fees. Just take Nano as an example: there are zero fees and yet there's still only enough demand to reach 2-4 txs/second.
