Setting that aside, the main problem with what you want is (or atleast was) sending the resource pack that is made for Java to a Bedrock client. They are completely different as you would expect. It does seem like the Geyser dev(s) have added support for custom packs, but the issue was closed like a week ago, and has been months in the works, so you might not find any tutorials on it.
You could try Cardboard which attempts to allow plugins on Fabric servers. I don't have any expirience with it tho, so I'm not sure how it runs or if there are any problems.
