Well for the shell, I actually installed from the git source (https://github.com/Zaedus/Pop-nord/) - but if you download the files from gnome-look, put the extracted folder in ~/.themes (this page lays it all out in terms of what you need to do https://itsfoss.com/install-themes-ubuntu/)
