SVG modelines are a thing, so that should work.
Frames are textual. You can have special text that is interpreted as an image, but it's part of the content, so it cannot be used as background. There's this hack to have actual background images: https://github.com/wachikun/emacs_bgex
The code base is much smaller and more accessible as compared to a modern web browser like Mozilla's SpiderMonkey or Google's V8.
