So Josh added something of a 'hook' into the core of Asterisk that allows various external modules to register as media scheme providers. After ARI has figured out that this is a file you want played back and stripped off the sound prefix, it bounces a bit through Asterisk and realizes that what you want is not a sound file in its normal directory location. Eventually the code will check to see if there's something registered that recognizes the scheme, and ask it if it can provide whatever the URI is asking for.
