That's because at the time that https://wiki.lineageos.org/gapps.html was updated for 18.1 there was no official Open GApps launched yet & for MindTheGapps if you look at the Thanks and Credits chapter in the bottom of the page of https://gitlab.com/MindTheGapps/vendor_gapps there is a bunch of LineageOS devs mentioned. The same guys you can find in https://wiki.lineageos.org/contributors.html

This said Open GApps Pico & Name for Android 11 just got launched as you can see in https://opengapps.org/ but there are not much feedback about it yet in the XDA forum [GAPPS][DAILY] Open GApps for Android; All Android Versions & Devices
