This is a test project where you can explore how github interprets Org-mode files
Emacs. Its pdf-tools package is a great PDF reader that has many features including annotation. It’s designed primarily for GNU/Linux systems but has been known to work on macOS (see the GitHub README). For outliner style note-taking you can’t get much better than its Org mode package (comes built-in) which has so many other features such as a TODO manager. There is also the Org Roam package that is built on top of Org mode to bring features popularised by Roam Research so you can easily have interconnected notes in an outline fashion.
