SurveyJS
Open-Source JSON Form Builder to Create Dynamic Forms Right in Your App. With SurveyJS form UI libraries, you can build and style forms in a fully-integrated drag & drop form builder, render them in your JS app, and store form submission data in any backend, inc. PHP, ASP.NET Core, and Node.js.
After that, you want an IDE (Integrated Development Environment) which is a souped-up text editor especially for writing code. (Notepad is a last ditch choice, but you can use it in a pinch.) There are a lot of IDEs out there. Try Visual Studio Code: https://code.visualstudio.com/ It's free and has a Rust plugin you can install.
For a super mega beginner wanting to learn Rust specifically, I would direct them to tourofrust.com first. This will give you an environment to learn in without having to worry about 95% of your questions to start with. As someone would would admittedly not be satisfied with that solution, I would maybe encourage you try something with fewer steps to getting started, like Python. But because you’re here, in the Rust sub instead of r/learnprogramming or the like, I’ll assume that isn’t the advice you want either. In which case, because I avoid Windows if I can help it and have no idea what that install process is like, I would recommend creating a Linux virtual machine to try installing and learning Rust on. I remember the Rust installation on Linux being fairly easy, and with a virtual machine you can easily retry the process if something goes wrong using snapshots.
