You could enable the webui in qbittorrent then there is various cli to interact with it you could then script with. https://github.com/fedarovich/qbittorrent-cli The qbt torrent list commad will show all the torrents, and you can filter for output with format and get the name, hash, and dlspeed, that can be parsed and you could have a min speed to check to compare with. If slow then you can send the hash to qbt torrent pause hash. You could restart after a time period. The script could then be scheduled for pause and start, as you probably don't want it stopping and starting constantly.
