Why doesn’t black eye work? I have tried to work out why like for a month searching in the internet and trying to see for my self but I can’t seem to figure out why it doesn’t work.

There's another program made by the same dev, which is older maybe but uses same framework, its known as shellphish, & still works, you can try that..it is more stable but before you try shellphish I recommend you to try blackeye v1.5.1 because it has most errors fixed. Nexphisher is also worth mentioning, tho its made by a different dev..
