I don't need use emojis often but the few times I've needed them, C-x 8 RET combined with a good search string has been good enough for me. If you're not satisfied with this, then I suppose you can use this package https://github.com/iqbalansari/emacs-emojify (not tested).

I installed even https://github.com/googlefonts/noto-emoji/blob/main/fonts/NotoColorEmoji_WindowsCompatible.ttf + some set-fontset-font magic and Cygwin Emacs W32 is unable to display emoji. It is not clear if I should dig deeper or there are some Cygwin or W32 limitations...
