Quick explanation is, webRequest and webRequest blocking is limited to Twitch via the content script, it uses those, to be able to stop the video request with an ad in it and instead return an ad-free stream. The blocking is used in the background script and all those other URLs are scripts or ad trackers that Twitch currently use. The extension blocks all of them. The tabs/storage permissions are needed to save/get the settings that the user saves for the extension, for example you can now click on the icon and turn off the "Blocking Message".
