Im talking about Translating all of the game quests to desired language. Looking up words in dictionary. Ability to save words you encounter as a anki format. Also noted words could exported to chrome plugin for learning it that way.

Runelite is an opensource project and also has a plugins that greatly overhaul the game. If you search "lanugage" there is currently only 1 plugin "Chat Translator" that in its own right achieves its own objective really well.
