Frameworks are great, but the end product is always HTML, CSS and JavaScript so having a decent understanding of these three will always be a solid bet. A framework is (in this context) a library of pre-written code which helps you do common stuff while writing less code. Bootstrap is one of these. For example, chances are good that you'll need a button somewhere in your project, and you probably want it to look nice; a bit of padding, some color, a hover state, and you want it to be accessible! Bootstrap will fix all that for you by using some predefined classes.
