First of all, Intel GVT-G is not an option for me, because Gemini Lake is unsupported (Check this, only Broadwell/Skylake/Kabylake/Broxton/Coffee Lake/Comet Lake are supported)
I fugured out that the Debian container has Jellyfin FFMPEG 4.3.2-1 which doesn't have the above mentioned issue on QSV (though the VAAPI performance still terrible), I go to Jellyfin FFMPEG Github to get the 4.3.2-1 for Ubuntu 20.04, and....it works! Below is a sample transcoding log from Jellyfin 10.7.5-1 showing this is working:
