Restriction on Android/data is not related to scoped storage, it's just introduced on Android 11, app's can't access private app directories of other apps. Check here. Creating another app should work if it targets sdk <=29 and requests permission using SAF. u/joaomgcd maybe TaskerSettings can be used since can't be done for Tasker post ~nov. Although, don't know if android 12 allows the workaround for lower targetsdks and not sure how how tasker would handle that internally, probably require some general API between apps.
Hmmm, have you tried the SAFWalker app linked in the thread. Its working for me in android 11 avd to list Android/data files that exist (make sure some do).
