This is the link for the EmuFlight Configurator You'll want to flash EmuFlight version 0.3.3 or 0.3.4 as that's what the PMB tune I linked above is for. I personally used 0.3.3, but only because it was released in January, which is right around when the tune came out.
This is the link for the JESC Configurator, it's an open source project, but they have a paid version that unlocks RPM filtering. AFAIK RPM filtering doesn't work on tinywhoop sized brushless esc's, so there's no reason to pay, just download and flash the 48KHz firmware to your ESC's.
