The problem is that there are very few such projects which are cross-browser compatible and not proprietary. I'm only aware of xBrowserSync and floccus, and unfortunately both only can sync bookmarks (and not e.g. open tabs).
Agreed with what u/rien333 said (as usual :D) - but I think you can run a more "proper" Linux on top of Android, using something like Termux. It looks like with a bit of tinkering, that even provides a GUI which would probably run qutebrowser if you're inclined to set that all up.
